Can I buff out minor car windshield scratches that were caused by previous owner using old wipers. The marks?

are not like deep scratches that you can feel with fingernail, but they're like a rainbow shape right in the line of vision.

Typical glass cleaner didn't work.

I had a large quite deep scratch on my rear window of my truck . A company here that installs windshields buffed it out for 20 bucks. I was surprised. I've tried doing this before for a customer that used the bottom of a pop can to remove ice from her windshield. I spent 4 hours with a buffer and compound to no avail. You're probably going to have to replace the windshield.
Try toothpaste. The old-style abrasive kind, not the gel. try it on a section of the window down low, or up high, out of your line of vision. The abrasive should buff out most of the scratches, no promises, though.

You might be able to make it better, but it won't completely come out. Use a polishing or rubbing compound with a buffer. But don't let the glass get too hot from buffing.
