Yes, because you'll get a traffic ticket and have to replace it anyway.
I don't know anything about Florida Laws, but the crack not being in your view really has nothing to do with it as far as I am concerned. It is a hazard. The crack can spread from different weather conditions, road conditions, etc.. and the windshield could break under the right circumstances while driving.
In California you do. You will very rarely get pulled over for it. I would replace if the cracks are large or can ';feel'; the crack in the glass. Be careful if you get in very cold weather and put you defrosters on, the temp change will make the crack grow. Or any drastic temp change for that matter.
