In NH a glass shop will put on a new replacement sticker.

The old ones are made to come apart when removed.

I replaced mine just before annual inspection so I did not have this problem.
definitely not a razor blade it will split, a heat gun will work as described in another answer but may melt either the sticker or windshield, i have found that a good hairdryer works well for almost any sticker by warming up the glue behind it and it wont get hot enough to melt it. get it good and hot first then peel up the edge and peel it while still heating it a t same time, this is not as good on decals like tank badges though they need loads of heat for it to work
glass cleaner and a very sharp razor blade.
razor blade
Put clear 3M packing tape over the entire sticker if you are going to scrape it off with a blade. As you scrape keep the tape/sticker tight and just go slowly
